With the expansion of the scale of higher education in China, the rise and development of the private higher learning institution, like independent college, not only meet the citizens’ growing demand for higher education, but also alleviate the burden on the state finances to some extent. However, the tuition of independent college is too high and too fast to grow. It is much higher than the growth rate of the national economy and the income of urban and rural residents and beyond the affordability of the citizens, making college tuition setting obvious polarization. Regulating the standard of independent college has a very important significance to meet the popularization of higher education in China, ensure higher education’s global balanced development, protect the citizens equitable access to higher education resources and the consumer rights of students and parents. The paper, taking9independent colleges in Fujian province for example and using research methods like literature analysis, comparative analysis and field surveys,analyzes the problems and shortcoming in China’s independent college tuition setting and finds the reasons. Then, combining with successful management experience of domestic and foreign private universities, the paper makes suggestions on improving independent college tuition setting:First, improving the independent college’s funding channels; Second, strengthening the independent college’s cost control mechanisms; Third, establishing a sound funding system for poor students in the independent college.
