Entering the 21st century, independent colleges of higher education as a new type of school power provides new choice for the growing number of those who demand for higher education. At the same time independent college enriched the diversity of education mode as well as advances the popularity of higher education in our country. However, as the new higher education model, there are still many unresolved problems within independent college. So far, whether academic or social awareness, evaluation mixed, with no consensus.Like other domestic independent colleges, the rapid development of independent college in Yunnan Province also faced the test of reasonableness of tuition; this is the key measurement to judge the sustainable development under the premise of social justice. This article reference the human capital theory, public goods theory, higher cost-sharing theory, draw the conclusion that the education service in independent college is a quasi-private good which have the nature of investment, purchase, compensation; from supply and demand of the higher education market and the opportunity cost point of view, the independent college tuition is reasonable according to the cost on per student in public colleges, this can ensure the sustainable and healthy development of college, at the same time enable students to maximize individual interests. And that the independent colleges have the nature of both public welfare and public profit. Public interest is the purpose of the independent institute, public profit can promote the social capital to concentrate to the education as well as demonstrates the public community.On the basis of rational analysis, this article treat Independent Institute as the study object, use questionnaires and interviews to analysis the four satisfaction indicators such as student ordinary life, education, tuition, development both in mother high school and Independent Colleges. The conclusion was that the pay satisfaction indicator is manifesting significantly disparity; the other three satisfaction indicators have little difference. To investigate whether the student's subjective view are consistent with the fact, this article use AHP and expert consultation, formulated the "evaluation form of the rationality of Independent Colleges in Yunnan Province ". According to feedback of students, parents and teacher, Independent Colleges Tuition is reasonable, but reasonable level is not high. This low level of rationality is the important reason for the less satisfaction. The countermeasures are given according to the specific issues of low rationality.
