With the rising of China’s comprehensive national strength, thecountry gradually increased the investment in education, Especiallyfor teachers’ training investment.The implementation of the"Chinese culture plan"make the teacher training work be a climax.Primary and secondary school teachers training work in full swing indifferent places. But, objectively speaking, teacher training effectis not very well,countries invest huge human, material and financialresources have serious waste phenomenon, in order to overcomethis phenomenon,will need to set up a system of teacher trainingquality to standardize the training,To better solve the problem ofteacher training effectiveness.In this paper, we take the ISO9000quality management systemfrom the perspective of theory, combined with the characteristicsof primary and secondary school teachers training, with a newperspective on the construction of system of quality of teachertraining in primary and middle schools. The thesis consists of sixparts. The first part is introduction, respectively, starting from theexisting theory and the present situation describes the cause ofproblems,at the same time, the related literature at home and abroad were reviewed and the comprehensive combing then makethe research purpose, significance, the research ideas, methods dothe overall summary. The second part introduces the theory ofISO9000quality management system, the principle of the overallstructure and the important methods are described.The third partfrom the effective way to improve the quality of training, then nedsto move towards the internationalization,the needs of domesticmarket competition,the training needs of quality management andassessment,the need for training responsibility consciousness, theneeds of the legitimate rights and interests maintenance trainingobject,form the six aspects discusses the necessity of introducingISO9000quality management system into primary and secondaryschool teachers training.The fourth part from the applicable terms,compliance content, similarity process, the corresponding function,requires replacement,the five aspects of primary and secondaryschool teachers training is introduced into the feasibility of theISO9000quality management system.The fifth part is based onISO9000quality management system to build the basic model ofprimary and secondary school teachers training.The sixth part isabout the whole paper is summarized and prospected.Through research, the thesis concluded the following results:1,TheISO9000quality management system is scientific and effectivequality assurance system.2,The introduction of ISO9000qualitymanagement in primary and secondary school teachers training isnot only necessary, but also is feasible;3, Based on ISO9000qualitymanagement system construction of primary and secondary schoolteachers training system in training demand analysis,The process of training, Training resources, manpower, material resourcesmanagement,The results of the training evaluation, have a textnorms on the supervision of Training.The training effectiveness willbe improved.
