As China’s quality education continues to advance,the importance of all-round development of students has gradually grown,and extracurricular training institutions have also developed rapidly.With the implementation of the "double reduction" policy,non-disciplinary off-campus training institutions such as sports,arts,and puzzles have become increasingly popular with primary and secondary school students and their parents.Despite this,there are still some shortcomings in the management of teachers in primary and secondary school training institutions,which may make it difficult for teachers to meet their own career development needs,which will hurt the long-term development of off-campus training institutions and harm primary and secondary school students participating in training.Through questionnaire surveys and in-depth interviews of training institutions outside of primary and secondary schools,this paper finds that overall management of teachers by these institutions is at the lower middle level,with problems such as irregular selection processes,poor training effectiveness,unscientific promotion mechanisms,and poor satisfaction with salaries and benefits.The paper goes on to analyze the causes of the above problems from the three levels of government,institutions,and individual teachers.Teachers should be improved in terms of their academic level and their teaching abilities.The legal mechanism for the supervision of non-disciplinary off-campus training institutions at the government level is not perfect and standard.The managers of off-campus training institutions have unscientific business models,ignore quality requirements for the teaching team in pursuit of economic profits,and fail to create a reasonable system for teacher assessment and evaluation and teacher compensation.Last but not least,some teachers do not feel highly accomplished in terms of their financial and professional success.Instead of improving their professional ethics and ability,they neglect to do so.This article makes the following recommendations based on the above research.It is necessary to strengthen and improve relevant laws and regulations at the policy level:learn from mature foreign experience and give a role to industry associations;establish accountable entities and establish regulatory mechanisms.At the level of off-campus training institutions,it is necessary to establish the management concept of "teacher-oriented,talent-first";plan the teaching team,standardize the appointment process: quantify the teacher recruitment assessment requirements and improve the recruitment process;strengthen the teacher training system and content construction:improve the training system,deepen the training content;improve the teacher promotion and evaluation work;build a humanized salary and welfare mechanism:optimize the salary system,optimize the welfare system.At the individual level of teachers,they should independently improve their professional moral cultivation and professional ability level;improve their professional understanding and sense of professional responsibility.
