Reflections On Social Perspective Of Governance Under The Urban Community Of Grids Management

With the gradual establishment of China’s socialist market economic system, everyaspect of our society has undergone tremendous changes, the original highly politicalcollapse grassroots management,top-down administrative power and administrativemeasures were not adapted to the requirement of market economy. Especially with thesystem of units gradually being broken, the community has become the basic unit of thecity, has become a survival of the residents to their homes. In today’s cities, differentstakeholder communities, values continue to diversify people’s increasing demand,therefore, innovative social management is imperative. Urban community gridsmanagement as an important means of innovation of social management emerged,dedicated to serving the people, and improve the quality of people’s life.In November2013, the Third Plenary Session of the Party’s eighteen explicitly askedfor " innovative social governance system",and strengthen social governance in an all-roundway. Social governance emphasizes the positive interaction between state, market and civilsociety and pluralistic governance, which is the development of urban community gridsmanagement put forward higher requirements. Urban community grids management run upto now,people thought of it is not the same, some believe the community grids managementonly played an important role in social control, while others think it is an effective way ofsocial management, to provide public services for residents. In this paper, based on theliterature review, comparative analysis, empirical research methods, trying to Y street in SCity street community grids management as the research object,field observationscommunity grids management operation mode, grasp its development trend analysis ofurban community grids management meets the requirements of social governance, while theurban community grids management achievements and factors that hinder the developmentof reflection, and then implement the urban community grids management for other areas toprovide a theoretical framework and practical management ideas.This paper is divided into four parts, the first chapter from the research status of thestarting grids management proposed research ideas, methods and innovation of this paper.The second chapter mainly describes the concepts of grids management,the background ofthe emergence, the development process as well as the theoretical foundation. The third chapter mainly starts with the Y street in S City, by comparison with Beijing andShanghai’s grids management, induction Y street in S City grids management communitycharacteristics and the results achieved, visiting community grids management in theimplementation process problems arise. The fourth chapter mainly according to the analysisof above research conclusion, put forward reasonable suggestions for the plight of thecommunity grid management, so as to better promote the further development ofcommunity grid management in the social system of governance.
