The outbreak of novel coronavirus pneumonia at the end of 2019 has had a huge impact on social operations,and the prevention and control of the epidemic has become the top priority of the government’s work for a period of time.Community grassroots cadres and social workers undertake a large amount of work such as publicity,prevention and control,investigation,statistics,reporting,temperature monitoring,neighborhood coordination,and psychological counseling,becoming one of the most solid forces in epidemic prevention and control,and bearing almost unbearable pressure.Even after the large-scale epidemic has been effectively controlled and normalized,some cities in China still experience frequent outbreaks of the epidemic,especially cities like Shenzhen with huge passenger flow and population density,which still face severe epidemic prevention pressure.In the face of the COVID-19,all parties in the society actively participated in the joint epidemic prevention,especially in the leading role of the party building,social workers and other multiple subjects,which has achieved good expected results,but there have also been some specific problems.This article takes social workers in F community of Shenzhen City as the research object.Under the framework of collaborative governance theory,using methods such as literature research,interviews,questionnaires,and observation,this article explores the operation process of multiple entities and relevant institutional mechanisms for community epidemic prevention and control,in order to better summarize experience and provide reference for subsequent response to other public health emergencies.Firstly,briefly review the development process of social work and the current situation of epidemic prevention and control in Shenzhen.Through the analysis of seven major participants,including government,community,social workers,social organizations,volunteers,social charity resources,and the market,point out their respective roles and division of labor.Through the analysis of the "master-slave","collaborative",and "cooperative" relationships between social workers and other participants,Combined with the actual situation of community F in Shenzhen,the "Shenzhen model" in the process of COVID-19 prevention and control was obtained;Secondly,based on the practice of epidemic prevention and control in F community,through the analysis of social workers’ service concepts,goals,and five main tasks involved in epidemic prevention,highlight the "five important role positioning" of social workers,and summarize typical experience of epidemic prevention and control in F community;Thirdly,based on the results of the questionnaire and interview cases,further analyze the effectiveness and causes of F community social workers’ participation in epidemic prevention and control.At the same time,in-depth analyze the outstanding issues that are still facing: mismatched service targets,excessive or untimely information release,insufficient volunteer mobility and their own experience,and propose optimization countermeasures;Finally,summarize the conclusions and shortcomings,and propose improvement suggestions for future development,which can help improve the public’s awareness and recognition of community social workers.In combination with local characteristics,continuously optimize strategies in practice,explore effective localization paths,and expand the development path of professional social work with Chinese characteristics.
