Research On Social Work Intervention Of Urban Community "Networking Governance"

Basic community in the city provides major living space for residents.With the continuous development of Chinese urbanization,transformation of urban community governance has become a hot subject that receives wide attention.Grid management of the urban community has emerged under such context and it has been one of the practices that carried out by the country in regulating and transforming basic communities.Urban community grid management refers to a community management model in which dividing grids in community,redefining management level and department functions,building systematic grid management platform and realizing the information digital coordination.Like all the other grid management zones in the country,in 2013,community B has applied innovative approaches on turning the traditional administrative management to grid management which is still in its initial phase.In recent years,management disadvantages in traditional community management have re-occurred in community B,for example,vertical and administrative community management,fragmentation in information management,unbalanced development of multiple subjects,low participation of community residents and etc.Network governance is a new management model on community level,which builds a mutual management goal as well as trust-worthy cooperative relations between public and private departments.In this new module,positions of governing subjects are relatively equal and the communication is rather smooth.As a result,community residents are more willing to participate.This paper,therefore,aims to take advantage of the concepts of network governance,continuously deepen the management transformation in community B,and help it transit from grid management to network governance.In this transition process,this paper intends to apply professional approaches in the field of social work,fully extend the influence of social workers and social institutions,and finally realize the professional value of social work maj or on communities.This paper was mainly divided into the following five parts:In the first part,the background and significance of the transformation of urban community governance were illustrated;relevant literature review was conducted on grid management and network governance;research framework and theories on the transformation of urban community governance were discussed.In the end,all the mentioned concepts were future explored and identified.In the second part,community grid management models in different cities across the country were analyzed and common grounds existing among the domestic grid management models were identified.In this part,focuses would be given on the current status,innovation management and existing dilemmas of the community network management for community B.Causes of the management dilemma were also explored in details.In the third part,route turnings of community B's governance model were especially explored.From governing subjects,operation mechanism,resource allocation and application of Internet technology,the possibility of transforming from grid management to network governance was analyzed;roles of government,community and social workers were explored;and their separate functions in different governing models were further discussed.In the fourth part,starting from the major of social work,social workers'roles and their intervention strategies in the transformation of Community B's governance model were analyzed.For specific strategies,this paper suggested t wo ways,online and offline,in dealing with current status of the subjects of c ommunity governance and specific intervention strategies.Professional approach es in social work could be adopted in developing social youth as community t alents,which therefore could encourage the residents' participation in comnmunit y activities.Developing community residents committee and expanding capital s ources of the community could balance the subject position of community gove mance.Establishing study groups could contribute increase the comprehensive a bility of the social workers.Finally,by encouraging social workers in the inter vention of network governance,corporations among multiple subjects could be intensified;communications would be much easier and a trustworthy relationshi p would be much easier to build.On the supervisory level,entering household s,the professional approach in social work,could be combined with new medi a on government affairs to investigating residents' satisfaction both online and offline.This approach could contribute to a comprehensive supervision system.Social workers were suggested to actively organize community activities during the whole intervention process so as to motivate the activity and enhance the cohesion of the community.Finally,conclusions were made summarizing listed opinions in this paper.Beginning from the discussion of the current status of the development of urban community,the concept,basic urban community was the forward position where the government could meet urban residents'multiple demands and could offer them social services was put forward.Transformation of urban community governance was entitled great significance in passing down the power to the grass roots.In the meanwhile,considering the governance status of community B,network governance was another further exploration of governance transformation based on grid management.The major social work,in this process could take full advantage of the professionalism,stimulating the realization of network governance in the communities.In the end,future trends for community network governance were discussed.
