Research On The Issue Of Childless Family From The Perspective Of The Public Finance

Since the mid1970s, China has begun to implement the family planning as abasic national policy and hence the only child has became the only hope of thecouples of child-bearing age. These one-child families become the "childlessfamilies" once the misfortunes such as the illness and death come to them. Havinglost their financial resources, they can’t afford the high medical expenses andpensions. In addition, the different levels of the social and economic development andnational policies made the pensions in different regions vary greatly, leaving theliving conditions of the childlessness families even worse. Even though a largenumbers of news media, social organizations and the government of all levels havepaid more attention to this group and taken some measures to help them, but thefeasibility and universality of these actions did not satisfy families and that was notfar enough to solve the underlying problem. So it is urgent and imperative to improvefinancial revenues, adjust the structure of public expenditure, establish a sound socialsecurity budget and investment system, and thereby increase the effectiveness ofpublic finances for social security contributions. The government should adjust thedirection of public finance and structured investment to the key projects, key areasand key groups, to ensure that the childless old people can maintain their basic living,and try to help families get through the difficulty.This paper analyzes the backgrounds, reasons and influences of the childlessfamilies through the method of case and empirical analysis. To solve the problemsabove, we should figure out the urgent demands and the physical and mental difficulties those childless families are facing in order to make the policy moreeffective, and we should also combine the public finance with the social security. Sothe author put forward the following suggestions. Firstly, we should perfect the familyplanning policies to reduce structural risk of families and study the proposals that thegovernment should compensate the childless families with the social maintenancefees. Secondly, we should increase public financial funds to improve the socialsecurity system. Thirdly, we should provide the specific financial supports so as tospeed up the process of diversification of public welfare. Fourthly, we also shouldpromote the development of nonprofit organizations which help the childless families.With the solutions above, the author hope that we should develop a multi-level andmulti-dimension supporting system with the central public as the dominant playerwhere the governments of all levels, the society, the community, the volunteers andthe childless families themselves all should participate together so that we can get outof the difficulties.
