Research On Stage Characteristics Of China’s Sports Venues Policies Since The Reform And Opening Up

Sports venues play an important role in China’s sports enterprise, and they are the important basis for the development of sports enterprise in our country."The twelfth five-year plan of Sports undertakings" mentioned that the number of all kinds of sports in China will reach to more than1.2million in2015. Since the Reform and Opening-up policy, the increasing of sports venues and the continuous improvement of quality have a close relationship with the policy guidance. This research mainly use the method of literature, content analysis, comparative analysis etc., and the sports venues related laws, regulations, rules, notification policy content issued by the CPC central level of government departments between1978and2014as the research object. Through studying the simple classification of our country sports venues policy, and analyzing the number and content of the policy combined with the different periods of social background and the change of sports guidelines, this research makes a stage division for China sports venues policy evolution. At the same time, it summarizes the focus and characteristics of the sports venues policy at the various stages. The conclusions are as follows:First stage:slow development period (1978-1984):paying attention to the construction and use of venues in content. Policy features:urbanization characteristics, education oriented characteristics.The second stage:reform exploration period (1985-1994):emphasizing on opening to the outside world, and promoting operation and management. Policy characteristics: economic and social orientation characteristics.The third stage:steady and rapid development period (1995-2008):paying attention to the construction of sports facilities and capital investment, encouraging social construction and development, and insisting on paying equal attention to economic and social benefits in content. Policy features: market economy and the modern rule of law is its salient features, highlighted populist sexual orientation.The fourth stage:sports power forward period (2009-present):paying attention to scientific management operations of the venues and innovative business model in content. Characteristics:more detailed and specific.The promulgation and implementation of the sports venues policy will gradually become an organic multi-spectral cooperation system, and will be further refinement and specific in content.This paper mainly studies the evolution course of stadiums in China since the Reform and Opening-up policy, aiming at carding the development venation, summing up the experiences of regularity and characteristics of our country sports venues which will give serve to the future policy more scientific guidance planning, construction, use and management of sports venues, thus, its promote the rapid development of China’s sports undertakings.
