With the expansion of the scale of post-graduate education in our country, improving the quality of post-graduate education to adapt to the demand of the economic and social development has become more urgent. Therefore our nation sets a goal of turning China into the higher education power and put it as a strategic choice of innovation-driven development. Deepening the post-graduate education reform is the only way to realize this goal. Whether the reform could go on smoothly, largely depends on the procedures of formulation, implementation and evaluation of the the reform policies about scientific and reasonable post-education. Focus on this issue, for a long times, the research achievements about China’s post-graduate education reform policy is less and its quality is also not high, educational circles should pay more attention.This article from the perspective of policy research, using the method of combining quantitative analysis and qualitative analysis to study China’s post-graduate education reform policy. Firstly, after carding the all post-graduate education reform policy since the Reform and Opening-up, this paper divides the development process of post-graduate education policies since 1977 into four periods, in order, reconstruction period, adjustment and development period, deepening the reform period and transition and development period. According to investigation of different period’s post-graduate education reform policies’ background, characters and key points, and the analysis of core policy, policy effect and policy evaluation, to summarize the experience of the process of post-graduate education and find insufficient and reasons of it, to explore the universal laws which can adapt to the reality of our nation. Secondly, focus on the core policy of current transformation and development period, through analyzing the core policy’s back ground, main content and evaluation, to understand deeply and explain the concept, orientation, target, means and important and difficult point as well as disadvantages. Thirdly, making three main trend judgments by analyzing the trend of the development of post-graduate education reform policy in China. One is the policy orientation transform to scientific quality and demand. Second, the system of policy is improving; including the number of policy increase, the content of policy extends and policy’s structure become more reasonable. Three is the right of management down gradually. Finally, some policy suggestions were put forward focus on how to improve our post-graduate education reform policy, one is to hone the system of post-graduate education reform policy, including improving the scientific policy making and reason ability of policy content, completing the evaluation policy of post-graduate education quality; the second is to enhance the execution ability of post-graduate education reform policies, including consolidating the social foundation of reform policy, strengthening the supervision of the policy implementation and adjusting policies timely and reasonably; three is to seek for the laws of post-graduate education.
