Research On The Vicissitude Of The Opening Policy Of School Sports Venues In China

With the vigorously implement of the national fitness program and the healthy China strategy,the vast number of younger and the masses of the fitness demand is more intense,the demand for stadium resources is also growing.And existing stadiums resources is not enough to meet the demand of the masses fitness,in this situation,people aimed their eyes at the the school sports venues open to the public,trying to make it to solve the contradiction between supply and demand.For a long time,the policies related to the opening of school sports venues to the public were repeatedly mentioned and implemented,but the project was still full of problems and the dilemma was still very serious.in the new historical conditions,the public and relevant members strongly urge for the opening of school sports venues to the outside world.With the new development strategy was put forward and deployed by the new leadership,the policies has been revised and updated.this paper use the method of literature research and the Multiple-Streams Theory of JohnW·Kingdon,on the basis of review of school sports venues open to the public policy,according to the research on Problem stream,policy stream,political stream related to the vicissitude of the opening policy of school sports venues;analyzes the internal mechanism of it,and reached the following conclusion:Firstly,the stock index,opening index,national physique change index,healthy development index and per capita sports space index are the main reason for the change of school sports venues opening policy.The negative effects,including increased safety risks;increased management burden;difficulties in publicity and operation(including open time conflicts,difficulty in balancing profitability and public welfare,and lack of coordination mechanism)etc,they have fed back a lot of problems that need to be solved in the early implementation about the policy.Secondly,in view of the problems in the opening of school sports venues and indicators,members in relevant fields provided feasible policy Suggestions andalternatives.That the opening hours should be outside of teaching and sports,after school and holidays are given priority to students,timing and appointment can be combined,stagger residents' work and study time appropriately,or according to the realities of situation;The main body are mainly public schools and private schools(including colleges and universities).The open objects are mainly students of the school,students in the school district,surrounding residents and social organizations.Open conditions need safety management standards,responsibility defining standards,sufficient capacity,facilities is OK,doesn't affecting teaching and have stable resource of funding;The opening measures include determining the list,implementing the crowd access system,clarifying the charging standard and forming a stable operation mode.The measures of safeguard include venue construction,developing management team,risk prevention and control with security mechanisms,investing fund,public participation and information construction.Thirdly,the personnel adjustment and the change of governing consciousness,it mainly refers to the succession of leadership and the change of the development strategy in the new period.And the strong voice of the masses,so that the central collective leadership in the process of strategic adjustment to promote the vicissitude of the opening policy of school sports venues.The research also suggests that,the opening of school sports venues to the public will become a phenomenon gradually.However,there are still many problems in the process of opening up.The relevant departments should conduct in-depth investigation,incorporate it into performance appraisal and implement regular assessment,which will achieve a better use of resources,so as to further serve the people's fitness work.In this process,There is still a long way to go.
