With the growing public products and social resources under the development of economy worldwide, people are paying much more attention to the equity issues in various areas. Educational equity as an important part of social equity, related to the optimization of resources sharing and improvement of the quality. Due to various reasons including social environments、educational system、registration restriction、individual prejudices, the children of peasant-workers have been in disadvantageous education position for a long time. Those students are much more intend to be weary of studying, fall behind in tests, drop out school at high rate, graduate with employment difficulty and have other problems, which has unfavorable effects on the quality and equality of education.American compensatory education programs are measures to maintain equality in education, the implementations of which promote the development of social equity. The disadvantaged children obtain the benefits of compensatory education and necessary ability for life out of school to help the disadvantaged children eventually get rid of the shackles of poverty and unbalance. Since the implementation of compensatory education programs, the mode of compensatory has been transformed from simple financial compensation to education quality compensation. The paradigm shift is the inevitable result of the pursuit of equality. For our country, the compensatory prototype has been made without institutionalized policy; the compensation methods are simple which mostly dominated by financial compensation; the following-up of education policy needs to be improved. Although financial compensation can solve the problem in financial difficulty temporarily, it still can’t change the unfair position of peasant worker’s children fundamentally. By the implementation of compensatory education, most of the disadvantaged children in American obtain equal rights, which is worth reference for us to learn.This paper based on the analysis of the concept and theory of education equality to reflect the unfair education situation for children of peasant-workers from the starting point, to the process of practice and to the outcome of education. By comparing the development background、implement mode、compensation method in American and citing the compensation education in Texas as typical examples, to raise the thinking and restatement on the education equality in China. The strategies of compensation education should emphasis the definition of range from the beginning, the transformation of mode during the process, the establishment of surveillance for outcomes. By procuring comprehensive understanding of the present situation, adopting proactive compensatory measures for peasant-worker’ children to obtain abundance educational resources, safe guarding protection of peasant-worker’ children to receive consistent high quality education, can the adverse situation of peasant-workers’ children be reversed form different aspects efficiently.
