There is no doubt that the important of the analysis of data in the mathematics curriculum in the role of the basic education stage.We can say that, the mathematical problems from producing to solve is inseparable from the data and the analysis of the data. Statistics as a very important content in the mathematics curriculum in basic education, the ultimate goal is to cultivate the students’ accomplishment in data analysis. In the "compulsory education mathematics curriculum standards (2011edition)" new promulgated in2011,change the "concept of statistical" in the "full-time compulsory education stage mathematics curriculum standard (experiment draft)" into the concept of into a "data analysis",and put it at the core of teaching goal.We think that, the statement of "the Concept of statistical" in "full-time compulsory education stage mathematics curriculum standard (experiment draft)" is correct, because in a broad sense statistics as a science, its main focus is the feeling of statistical thinking and understanding, so it can be called a "concept". But if make the "data analysis" simply replace "statistical","the Concept of statistical" change into "the Concept of data analysis" is questionable, because the "the data analysis" is not a "concept" but "ability".So, what is the nature of "the data analysis"? Why can’t "the data analysis" a "concept"? What is the difference between "Concept" and "ability"? What are the structural elements of data analysis capability of students in the primary and middle school? And how the structural relationship these elements present? In basic education stage, what are the ways of developing the students’ability of data analysis? These problems not only relates to the understanding of the nature of the statistical content, also affect the realization of basic statistics teaching goals.This study is divided into five chapters. The first chapter mainly discusses the problem of reason, including the background of research, the problems of research, the significance of research, the structure of the thesis. The second chapter is literature review on the existing research results from domestic and abroad, and domestic existing research. The third chapter is to make a theoretical analysis about "data analysis" is a "concept" or "ability", revealling the "ability" nature of the "data analysis",and to define the connotation of the ability of data analysis of the students in the primary and middle school. The fourth chapter is to analyze the components of data analysis ability of the students in primary and middle school from the structure, and try to construct the structure of the ability of data analysis of students in primary and middle school in model. The fifth chapter discusses that, the two ways, textbook writing and classroom teaching, of cultivating the ability of data analysis of the students in primary and middle school in the basic education stage.In the last of this thesis,This article illustrates the innovation point of this study, the research of the deficiencies, and the possibility of further research.
