Research On Building New Mechanism Of Census Coordination

As all known, periodical large-scale census is an effective way of understandingdomestic population, economic situation and social statistics, which is widely appliedby countries all over the world. China builds up a successful working model onlarge-scale census during the planned economy era, which is led by statisticaldepartment independently with support from relevant departments. However,large-scale census is facing great challenge with enormous change in the developmentof market economy and society since the reform and opening up, making it difficult forpublic administration to conduct census survey that needs social mobilization.Large-scale census requires various resources and coordination between differentgovernment sectors, while the traditional organization and functionality set up makes itvery difficult to coordinate among the stakeholders, which results in faulty mechanismand inefficiency. Therefore, based on current practice and long-term development, itwill be of great practical significance and application prospects to explore ways ofbuilding up and improving current census coordination mechanism.Grounded on task oriented organization theory, this research takes the major caseof the sixth nationwide population census and the second case of the third nationaleconomic census to study coordination mechanism between government sectors duringnational census. It offers solutions to build up new cooperation mechanism andguidance on conducting large-scale census. The study is structured as below:The introduction explains purpose of the study and challenges we are facing inlarge-scale census. It also lays foundation of the research by explaining related notionand research questions, conducting literature review and briefly explains thoughts andplans.The First chapter clearly identifies nature and classification of census institutionsand government sectors while forming the theoretical research framework–based onorganization type analysis, we are to study cooperation mechanism under the frameworkof task-oriented organization theory. This section also expounded the contents of the relevant theory.The second chapter explains current status, content and form of coordinationmechanism on conducting large scale census. Based on the theory of task-orientedorganization, it goes deep down to root cause of the issue.The third chapter analyzes necessity as well as possibility to build up new censuscoordination mechanism and puts forward the ideas of new census assistancemechanism.The forth chapter takes a major example of the sixth nationwide population censusin2010and the second example of the third national economic census in2013.Empirical analysis is conducted for different solutions and its effectiveness, exploringways of building new cooperation mechanism of large-scale census.The fifth chapter offers solution on building new mechanism of censuscoordination, which is to position and operate census institutions as task-orientedorganization and to follow strategy of the task-oriented organization.Academically, the study expands insight on current cooperation mechanism byapplying task-oriented theory. Moreover, it expands the scope of census study intooperational process and cooperation mechanism, which goes beyond conventionalresearch which focus on census operations.
