Research On The Construction Of Task Coordination Mechanism Of Foreign Intelligence-innovation Team

In order to explore and solve the shortage of high-level talent and the overall low level of scientific research ability in western universities that result in the talent are continually outflow to the more developed areas,economic growth is slowly,and the sustained growth ability is weak in the western region,we are creatively put forward a new cooperation model that namely the intelligence-alliance innovation team.which characteristics is mainly a cross regional and multi-subject cooperation mode.As the intelligence-alliance innovation team highlights the achievements but ignores the team cooperation process,short-term teams are outnumbered the long-term teams,substantially cooperation are replaced by nominal cooperation,we are try to explore and analyze on the most crucial task aspects in intelligence-alliance innovation team,which management difficulties mainly including task decomposition,task allocation and task coordination.First and foremost,we are through combing the domestic and foreign academic circles about the newly research opinions and achievements about innovation team,task decomposition,task allocation,task coordination to form a more comprehensive understanding of the resear-ch object,clear the purpose and significance of the research,determine the theoretical basis and research methods;Moreover,we are comprehensively considerate on the task granularity,task coupling,task equilibrium degree influence factor and construct a intelligence-alliance innovation team task decomposition system model that clarifies the corresponding tasks,enhance the scientific nature of the task decomposition,contributing to solve the problem of task allocation lead to the unreasonable and unscientific task conflict;then,through considering the relationship of different task,task and executor,and different executor,we are constructed the task allocation model for the intelligence-alliance innovation team,and using the Hungarian method for seeking the task allocation scheme,that conduces to overcome the hidden defects that team task are always allocated by the willing of leader in traditional teams,it may be useful to make the team task allocation more reasonably and effectively;Furthermore,we are discriminate the varieties of different task conflict types may arise in the task implementation process,analyzes the relevant factors affecting task coordination,transfer the task coordination problem into multiple attribute group decision making problem.through consider the task conflict threshold on the task coordination,propose the internal mechanism and safeguard measures to construct the intelligence-alliance innovative team task coordination mechanism.Finally,we use the university cooperation project relevant data inside and outside the province to verify the proposed model and method,And put forward some strategies from the government,universities and innovation team three dimension respectively in order to improve the applicability and feasibility of the research results and provide important decision-making references for the government and relevant enterprises...
