College Financial management is an important part of managementactivities.Establishing a sound financial management system is to regulate the collegefinancial behavior, to ensure colleges’s sustained and healthy development. In recentyears, as our country continues to deepen the reform of institutions, the old financialregulations of the institutions have been difficult to adapt to the new situation of thefinancial management requirements.Therefore, in1997promulgated the "financialrules and institutions" be revised from April1,2012will go into effect, which of theFinancial Management reforms will have a huge impact. Therefore, this study hassome theoretical and practical significance.In this context, this paper attempts toanalyze the new rules of college as an example Reform through a survey study on theimpact of the financial management of colleges and colleges, and propose targetedrelevant countermeasures for college financial workers made reference to theapplication of new rules opinions.We are to design questionnaire from financial accounting, budget management,asset management, foreign investment, and financial supervision and other aspects.We chose the chief financial officers of Department of Finance from thirty colleges inZhejiang Province as the questionnaire survey to investigate and analyze the changesin the new rules. Came to the conclusion, the university should take new ideas, tostrengthen the enforcement of budgets Construction of budget performance evaluationmodel and comprehensive supervision system and so on strategies to make their ownfinancial management to adapt to the new rules changes.The main frame structure: the first part of the analysis of the background andcurrent situation at home and abroad; second part of the reform of the financial rulesand institutions background with the university as an example; third part discusses thenew rules, the main changes compared to the old rules; the fourth part is the design ofthe questionnaire; fifth part through a combination of research reports, case studiesand other methods to explore new rules on the impact of the financial management ofcolleges; section VI presents targeted response.
