A Study On The System Of Rural Medical Aid In Southeast Of Mongolian

With the change of times and social development, Chinese rural medical aid policy has gone through the reform process for thirty years. Nowadays, rural health care has improved in some extent, but it still faces many challenges.The speed and level imbalance of economic development not only widened the gap between urban and rural areas,but also lead to the difference of corresponding health care.In order to research the real situation in rural medical assistance system, we chose Village-H as the survey sites,using questionnaire,interview,literature and other investigation methods to research the system of rural medical aid.The rural medical assistant system is a governmental relief system for the most poverty and difficult groups, focusing on salve their problem to see a doctor. According to the investigation,the targets of medical aid are rural five guarantees, guaranteeing families in rural areas, poor entitled groups, family financial difficulties persons.Medicaid funding is also divided into participating in the new rural cooperative medical care system, patient assistance, hospitalization and other forms of assistance.In addition, rural five objects, objects,and poor rural residents have more preferential policies when participating hospital rescue.As for medicaid funding source,it mainly depends on the county finance, village finances, the new rural cooperative medical care and charitable contributions, etc.Survey showed that villagers choose different ways for medical assistance,it had many reasons such as aid policy, the economy and the convenience of medical assistance.By analyzing the choosing tendency of villagers, we are also easy to find a lot of problems existing in rural medical system, to summarize the station of Chinese medical aid. It is embodied in the following aspects:little relief funding sources policies difficult to implement; participate in many departments, chaotic management; lack of regulatory mechanisms; low awareness of the national Medicaid policy; villagers’ awareness of rights is weak; there is an error in the performance concept; aid policy implementation exists unfairness. According to the survey of villages, we learned to the general will of the villagers is promoting rural health care reform,which is also the key to developing government livelihood security. However, the level of rural medical aid is low, it is difficult to meet the growing health care needs of the general public and improve the quality of life of the peasants. Through the research of village-h,we summed that shortage of funds is the biggest factor of restricting rural medical assistance. The low level of villager education is also important to rural health care.Therefore, increase capital investment in rural areas, improve rural education and rural health have a positive significance to accelerate the improvement of medical aid. To improve the status of rural medical assistance,we should improve the scientific of policy;simplified medicaid application process, carry out social work services;improve village management system; strengthen efforts to implement the policy; increase rural medical aid policy advocacy efforts; village officials should establish a correct view of achievements;strengthen the Franco-Prussian villagers publicity, improve medical care regulations; strengthen the supervision of people.
