Urban Community Management System Reform And System Innovation

With the economic transition and social transformation, the construction of city community in our country has entered a new stage. Due to the speeding up of urbanization and improvement of residents’ autonomic consciousness, a large number of social and public affairs gradually returning to the community, but the current district, subdistrict, neighborhood committee organization and management system, its disadvantages appear. Mainly includes:the office of the subdistrict function is not clear, the relationship is not smooth, neighborhood committee has strong political color. Civil society organizations’ development is not good. Therefore, the reform of community management system has been put on the agenda.This paper will take the Binhu century community in Hefei City as an example. By the author in the community more than7months internship and on-the-spot investigation, summarizes the province’s first subdistrict level community in the system innovation and achievements, to explore urban community management system reform and system innovation.
