The Study On The Development Of The Urban Community Management

Thirty years after the reform and opening up, the procedure of modernization, marketization and globalization has driven the deep transformation of the China's society。A lot of new social problems and social requirements have come into being along the development and reforming。In order to solve these new social problems, meet the new social requirements and protect the right of surviving and development of normal people, the new challenge and new requirement are brought up to the social management。After 90's of 20's century, the reform of urban community management system became the pragmatic reform item of local government, it also became an academic subject arousing wide concern from the social science circles。This article compared and analyzed the present international and domestic representative community management system and sum up a useful experience for the reform of community management system for Shinan district。The community management of Shinan district began early and it under went a series of reform recently, and made a great achievement in optimizing the mechanism and clearing the management system。A lot of experience was accumulated in how to raise the essential qualities of community working personnel, develop the mass organization in the community, improve the community infrastructure, and set up the community administration and service pattern。However, there are still some problems about the unscientific setting on management system, the incomplete of the relative laws and regulations, the low level of community resident's participation, the faultiness of community governance, etc。These problems are common national wide, and it affected the progress of the urban community development. In the direction and long term target of the community management development, the development of community management should focus on the Improvement of democratic institutions, development of diverse forms of democracy, enlargement of the orderly political involvement of citizens, improvement of the involvement mechanism of community citizen, strengthening of the community self governance, and comprehensively raise of the urban community management level。In order to involve more residents in community development, we must complete the residents democratic security mechanism, set up and amplify democratic election mechanism and democratic administration mechanism, actively breed democratic consciousness, complete the system of social bodies participation and security, encourage participation of the diversified main body, and set up and amplify the participation and security mechanism of community volunteers, so that we can mobilize wide social resources to participate in the community development。In the community self-governing, we must clarify the power of government, residential committee and the residents, further transform the government function, change the community administration pattern, complete the community function, and pay more attention to the breed of special talent team for the community。...
