With the application and development of information and communication technology (ICT), information technologies gradually become the instructional tools and methods for basic education. Smartphone, tablet personal computer and other mobile terminal also turn into one of the instructional tools for students and teachers, and a lot of schools at home and abroad start to make use of mobile devices for instruction. Many researchers begin to develop and study instructional resources which can run on mobile terminal, and research the mobile application for learning. Currently, various educational games for disciplines are developed and applied to instruction; the studies of primary moral educational games require new information technology tools. Therefore, the research team focuses on the knowledge of "moral and social" curriculum for grades three to six, and design and develop a kind of primary moral educational game based on mobile terminal. This game combines learning contents of primary moral and its situation, task and people, learners play can a role in a virtual game scene and conduct inquiry-based learning in task situation, so that students can understand the moral knowledge, form good habit, develop good moral character.This study is based on educational design theory, which includes design and development of educational game, and determines the general research process. Firstly, conduct the content analysis of syllabus, textbooks, policy and other literature on primary moral; determine the instructional objectives and contents. Thirty-five students from Central China Normal University Preparatory School were selected by research group to finish the questionnaire in order to investigate the application of educational games and ideas of design, so that the study can determine the basic functions of moral game. Secondly, the research group achieves the instructional design and system design, and develops a game demo by relevant technology. Finally, let students play the game demo, and finish the questionnaire, and collect interview records, so that research group can conduct qualitative and quantitative analysis for feedback. According to the results of a user trial feedback, revise the design and development of this moral game. This article is to explore the development and application of primary moral education game based on educational design research, future work will includes multiple stages for game application and modification.
