| Based on the theory of Educational Anthropology, the research carries out a systemic study on Sea Sacrifice Festival for Tianheng with field-works, interviews and comparative analysis. The conclusions of research are as followings:Sea Sacrifice Festival for Tianheng as National Intangible Cultural Heritage is concentrated expression of ocean culture of Shandong Province. The local people in Tianheng regard the " Dragon King of East Sea" as King of Ocean, which is in charge of rains and storms. And the "East Sea Dragon King" is the sea sacrifice activities fete for. From the preparation to the worship, and various activities after the worship, the whole festival is a representation of the ocean culture.Festival culture is a production of the development of the local people adapt to the environment, it centrally demonstrates the changing traditional cultural under social transition. With development, Sea Sacrifice Festival for Tianheng turn to public and openness gradually, and the participation is not limit to local people any more. Some cultural symbols contained in the Sea Sacrifice Festival for Tianheng has disappeared, whereas others remained but changed. The cultural changes are also the results of each game of local people, ethnic elites, local government and foreign participants.
