The Data of "Changes of Socio-economic Survey in western China (2010)"(CSSC,2010), which was collected on the occasion of the first decade to Open Up the West, shows that the western people’s identity for this strategy was generally high. Meanwhile, it also reflects the significant group differences. The intent of this study is to analyze how the Western Development strategy influences on westerners’attitude to the policy itself based on the discrepant identity of westerners to the Western Development. This study will help us to evaluate and reflect on the contribution of the western development standing on the position of the westerners.To explain the difference among westerners’identity to the western development, this study also uses the data from the China Statistical Yearbooks, the China Financial Yearbooks and much other secondary data, trying to analyze and interpret from these western development policies and those relevant data. Therefore, we find that the interests between the east and the west go into further differentiation during the western development. Otherwise, provinces in the western region also face the differentiation in interests. In many groups, the growth in interests means much more costs. What’s more, in comparison with those chosen reference groups, the relative deprivation will increase.During China’s rapid social transition, it is possible that the relative deprivation produced in the process of the western development will gradually develop into the insecurity to development, which will be bad for westerners’confidence in western development, and the west even the whole country’s political and social stable. Therefore, this study rethinks the development in modern China and the path of the healthy western development.
