In recently years, fine art education for primary and secondary school is a form of developing quality education in ethnic minority areas. It plays an important role in the educational and cultural undertakings in ethnic areas. Minority groups areas embodied with rich spiritual content, social functions and humane care, it has became an important source of primary and secondary art curriculum resources. The recent implemented Art Curriculum Standards attaches great importance to the implementation and expansion of education, and it has became an indispensable component of the comprehensive goal of art curriculum. Fine art education and national culture are closely linked. Fine art education is rooted in the national culture, it inherits and nurturing national culture.Northern Guangxi area enjoys rich minority groups cultural and natural resources, the development and utilization of local cultural resources and natural resources is basis of effective implementation an development of local primary and secondary fine art education. Therefore, the local art curriculum resources of local ethnic minority groups become the main content of this study.The purposes of this research are as follows:a. research about the implementation an development of local primary and secondary fine art education; b. analyze the major problems in local fine art educational reform; c. explore the teaching art and teaching solution for minority group areas.Research methodology of this study include:questionnaire, interview, case analysis, literature research, the major method for investigation is questionnaire, assisted with random conversation, instant messenger like QQ and Wechat, micro-blog (the counterpart of twitter), email, telephone interview and other methods. Investigating the status quo of primary and secondary fine art education.The author carried out a series of field researches based on Guiling and Sanjiang Dong Autonomous Region, Liuzhou, Guangxi province. Guilin and Sanjiang, Liuzhou Dong Autonomous County boast unique natural resources and unique ethnic cultural resources for the implementation and expansion of primary and secondary fine art education which provided favorable conditions.The full text is divided into five parts.The first chapter:the general description of the research background, the origin,purpose and significance, research status at home and abroad as well as theinnovation and difficulty.The second chapter:from China and Guangxi art education in primary and secondary schools overall development as a starting point, summarizes the arteducation in Guangxi minority areas to develop basic characteristics.The third chapter:according to the investigation of primary and secondary schoolin northern Guangxi, objective from the school and the basic situation of educationmanagement, art classes, teaching material usage, teachers, students, teachingfacilities and usage aspects summarizes status quo in North Guangxi art education, and to explore the art education the problems and reasons in primary and secondary schools in northern guangxi.The fourth chapter:the search for multidimensional path and art education in primary and secondary schools in the North expansion, then from the improvement of the school hardware facilities, ensure good teaching implementation, optimize teaching staff, improve the quality of teachers, effectively expand the teaching content, establishing a good teaching in North Guangxi Arts curriculum resources,development and utilization mode, writing for local students the art school-based teaching materials, as well as the important role to develop art curriculum resources, pointed out the art education in ethnic minority areas need to interactheritage through education, curriculum arrangement and content need to comply with local characteristics, which has a certain guiding significance to the proposal.The fifth chapter:the north of Guangxi local culture into the primary and secondary school art teaching case. For the sake of completeness of this research, the author excavate the excellent case art schools in North Guangxicourse, but also design their own "the paper-cut, embroidery" magic teaching cases, provides the reference value and feasibility for the curriculum development.Implementation and expansion of fine art education of primary and secondary research in northern Guangxi ethnic areas is not only a theoretical question, but also a practical issue, it’s significance displays in new curriculum reform of fine art education, as well as the protection, heritage and development of local ethnic cultural.Promotion of national culture is the focus and feature of fine art education in ethnic minority areas. Against the backdrop today’s diverse educational pattern, the study of the implementation and expansion of primary and secondary fine art education in ethnic areas is of great value.
