The elementary education is important for pupils to move towards the future. Generally speaking, the quality of the elementary education mainly depends on the quantity and quality of teachers of primary and secondary schools.At present, besides state-run teachers, a group of special teachers existed in the staff of primary and secondary schools in Guangxi——substitute teachers. They are mainly working in outskirts of the countryside. There are historical and realistic reasons for the existence of substitute teachers.They and state-run teachers are the unequally paid for same work, they do not have living guarantee. They hold meager salary, but are the backbone of the school of mountainous regions. With the constant development of economy, education in Guangxi, people have higher requirements for education; and the requirements for teacher's quality are improved too. The statistics show, by the end of 2004, there have been 65,000 substitute teachers in Guangxi, the number ranking first in the whole country. So, further investigation of substitute teachers ' problem and make more efforts to solve this problem, for the purpose of strengthening and improving teacher quality in Guangxi, advancing quality-oriented education all round, and promoting the reformation and development of elementary education, and enhancing elementary education quality and level and so on, has great significance.The thesis is divided into three parts together.The first part sketches the substitute teacher's concept and historical evolution, meanwhile probes into their issue in primary and secondary schools better, letting readers have a general understanding of the issue.The second part investigates the current situation and the cause of substitute teachers in primary and secondary schools in Guangxi. First we explain substitute teachers' state of working conditions, living standard etc. Through field investigation and interview, we describe and analyze the substitute teacher s ' work and their problem of living conditions, with the hope of arousing peoples concerns on substitute teachers.The cause of their coming into being involve the reasonable existence in history and reality, such as the level of economic development in Guangxi, the education policy, personnel policy, compulsory education management system, investment system and the level of teacher education etc.Part three probes into the future of the substitute teachers of primary and secondary schools in Guangxi, putting forward some relevant suggestions. First, some suggestions for how to solve substitute teachers problem from Deputies to the National People's Congress and some professors; to make relevant policies, to become a full member and clear up and discharge the personnel who is unqualified are listed so that excellent substitute teachers can accord with the post. Second, what needs for further attention to the issue of substitute teachers after being fired and its effect and consequence is analyzed.
