Based on the theory of the family livelihoods strategy, this paper tells two stories about the different development trajectories of the Hui and Han two families’ livelihoods in the past60years, to show that family can perform as a active actor in face of difficulties, and at the same time to illuminate and analyze the changes of relationship between family and country at different. stages. By referring to the data of two families and basing on the sustainable livelihoods analysis framework which is put forward by UK Department for International Development, this paper makes some innovations in theory. Firstly, it improves the concepts of livelihoods capital and livelihoods strategy, makes a more detailed introduction to the other types of livelihoods elements such as qualification and opportunity. Secondly, by comparing the strategy choices of two ethnic families which live in different cultural and social environment, but in similar policy conditions, this paper proposes the concept of livelihood tendency, to emphasize that culture, history, geography and other factors can influence the family’s livelihoods strategy choice. Thirdly, this paper turns the sustainable livelihoods objection into the concrete concept of livelihoods level, and establishes corresponding analysis models.
