Nowadays, the mobile communication gets to the3h thgeneration, even4generation.however, the GSM still has its unique and lasting vitality. The number of users ofthe GSM system is still the largest, and it still has the largest market shares. But as thedemand for wireless data services are constantly growing,the traditional GSM network cannot meet this demand due to its inherent disadvantage.Moreover, the traditional GSM networkcoverage is not perfect?there are many blind area which the network can not cover,especiallyfor indoor coverage.this shortage of the traditional GSM network results the bad userexperience-People accesses the internet slowly with cell phone,and the signal is weak,even nosignal that results in dropped call. GSM will maintain its vitality, and for compatibility withthe GSM network and solve the above problems; the GSM Femto appears at the historicmoment.This paper describes a subsystem call HNBAP/RUA subsystem of a base station of theGSM femto network architecture. The paper gives a detailed description of Design andImplementation of this subsystem. It implements the functionality of the HNBAP protocoland RUA protocol based on the control pannel of the Iuh interface protocol stack of the GSMFemto. To ensure the correct state transition, the subsystem designs an eiffcient memorymanagement, and a reasonable level bindings and a robust and stable state machine.Also,thesubsystem can do the correct processing of incoming and outgoing messages in each state inthe normal or abnormal circumstances, and ensure smooth communication and stability of thecommunication link.
