Under the guidance of strategy plans in Tai an tobacco company, marketing and service system bases on the information of Sells and saves to improve the services for retailers and the market running. From cigarette order form to examination and settle accounts to logistics, the process makes logistics,business,fund flow and information flow into an integration and supports the management of service, market, sales, brands and other aspects in Tai’an Tobacco Company. This system promotes information transmitting between the marketing department and financial department, delivery department or other departments in this company, and then to elevate the response speed from company to clients and market.The system was developed by J2EE and B/S model to form a platform. User working page bases on the internet explorer. The front end language choose JSP and the after end uses the develop model of ORACLE. This system uses UML to portray the business demands and design to show the connection in every model, also the activity graph and sequence diagram to reveal the key business.This article contains the author experience happened in the process of the development of budget control informatization system and portrays the process of the system’s demand, design and achievement. First the author surveyed and analyzed the demand of budget control in tobacco enterprise, later confirmed the functional needs and non-functional needs, and then portrayed every function module using use case time series and other tools, at last talked about the key part of the specific achievement.Now, this system have integrated into the early financial accounting and other financial business parts, and achieved the desired effect in the actual work field. The practice shows that the system combined the personalized needs of production and management in the tobacco field and satisfied the management needs of improvement and innovation in tobacco budget control.
