| Since the opening door and reforming policy, the distance between the cities andcounties are increasing, especially at the areas of medical treatment resources.According to the statistics, over60%county community health centers are lack of basicmedical treatment equipments and relative professionals. Under the competitivemarketing economical system, the abilities of county hospitals’ medical treatment arerelatively inferior, the unfavorable situation is very hard. China’s medical treatmentreform has encountered the deep water zone, the present goal is to establish basicmedical treatment health regulations to cover city and county citizens, developingcounty medical treatment health service system, increasing county medical treatmenthealth basic equipments construction, improving the service ability of county medicaltreatment health facilities. At present, all local governments have increased investmentsof local county hospitals construction, paying attention to the cultivation andintroduction of county health intellectuals, implementing income and expense twopathways financial management rules, in order to make sure enough money to operatethe county hospitals. With the improvement of medical treatment environment of countyhealth institutes, it becomes urgent question how to improve the county health clinicsoperation efficiency and effects, how to improve county health clinics personnelsperformance, so as to avoid forming new so called Big Rice Pan. The characteristic ofChina county hospitals is many locations and many spaces, the demanding for functionis high, the professionals are always required to function more than just one. Currentlythe evaluation system is lack of clear evaluation main body, the evaluation index systemis not perfect, the cycle for evaluation is too long, the evaluation method is not scientific.The evaluation result is usually formalism, or going through the motion. Based on thefunctional requirements of county health hospitals, my study filters out the relatedevaluation index, establishing the county hospital evaluation system, utilizinginformational tools to perform the evaluation, forming the evaluation informationnetwork, to achieve real time, reliable and fast evaluation goal, guaranteeing andimproving the county hospital operation efficiency, motivating county health personnels.At the mean time, my study can provide reliable data support and evaluation method forthe county health hospitals and all other level managers to evaluate the county hospitals operation results, to provide the supervising government with reliable basis. Lastly,hopefully based on the result of my study to better the evaluation system, it can helpretaining the talents and using them, also for the best efficiency of equipments andfutilities, thus to guarantee the county hospitals to fulfill the task of the governments, toimprove the satisfaction of the health service for people. |
