With the advent of the knowledge economy era, modern science and technology develop rapidly, and the customer demand for product differentiation increase strongly, so that enterprises increasingly rely on a high level of R&D capability to gain market share and competitive advantage. Therefore, the demand for R&D personnel is also gradually increasing, and the requirements of R&D personnel competency are also increasing. It has become a very pressing issue currently that enterprises how to recruit and select the R&D staff, how to manage and encourage the R&D staff effectively. To this end, the competency model conforms to the development needs of the times. Building the competency model can reflect the characteristics of R&D staff better and the competency level of R&D staff fully. Moreover, the supporting human resource management system for R&D staff based on the competency model can to help companies attract and retain R&D talent better, and enhance the enterprises’competitive advantage.Against this backdrop, this paper analyses and researches the competency model for R&D staff, combined with the characteristics of R&D staff and enterprises’ human resources management status. The paper analyses and summarizes the relevant theoretical approaches of R&D staff competency model comprehensively and systematically. With a company example of Xinhua, according to the "five steps" to build the competency model, we clear the performance standards of R&D staff, select the analysis samples, collect the competency information of samples and analyse, summarize, classify, code, and establish the competency model of R&D staff initially. Combined with the statistical analysis of the relevant data to check and correct the model, based on the interpretive structural model to decompose and classify the competency elements into different key dimensions. Then building the comprehensive evaluation based on fuzzy gray theory to determine the weight of each competency elements and evaluation rating. Linked the competency model with other modules of the human resource management, it will provide a new idea and method for the building of the competency model of other R&D staff.
