Service industry is more important in socio-economic status recently, human resources as a service provider which affects the quality of service greatly. Improve the quality of service through managing human resources effectively, which is one of the effectively methods to improve the competitiveness of company. Human resource management depends on the quality and ability of HR managers to a certain degree, so the competency of HR managers in the service-oriented enterprise affects the result of enterprise human resources management, even the enterprise's development.The academic and business circles pay more attention to the human resource management in service industry nowadays and the researches on staff quality are gradually developed. However, the research on competence character of human resource manager in service industry is not fully emphasized. The hotel industry is an important sector of service industry, which has relatively perfect management system and high-quality human resource and service. Using the reference of related research, the paper proposed preliminarily the competence character of the hotel human resource manager. By the further interviews and questionnaire surveys, the competence model has been verified. The model contains Personal and Business Development (Learning Ability, Initiative, Self-control, Flexibility, Achievement Orientation,Analytical Thinking, Conceptual Thinking, Monitoring Ability, Ability to Change), Team Leadership (Impact and Influence, Coordination, Professional Knowledge and Skills, Developing Others, Team Work and Cooperation), Service Awareness and Personal Characteristics (Interpersonal Understanding, Customer Service Orientation, Information Seeking, Self-confident) 18 competencies for three dimension. In order to enhance the quality and competence of hotel human resource manager and the hotel competitiveness, the paper puts forward suggestions in the application of the competence model.By conducting the hotel human resources management competence model, the author strives to make supplement to the competence model in service industry and contributes to the enhancement of human resource management level in hotel and service industry.
