Comprehensive Evaluation Of Intelligent City Construction Level

The21st century is the century of the modern city, and the emergence of intelligent cities is an important symbol of the modern city. World urbanization, the trend of global economic integration and service-based economy mean that economy and politics will control over in urban development. More and more high-tech are used in the core of the city system, and cities are becoming aware and interoperability, thus achieving a high level of intelligence. Quantitative and qualitative assessment of the intelligence level of the city is conducive to a better understanding of the extent of a city into the intelligent, taking advantage of potential market opportunities and developing further the development of strategy. Use of advanced management ideas and tools to enhance the competitiveness of cities will be the city’s economic construction and people’s living standards to raise the overall far-reaching consequences.In this paper, the theoretical research and empirical research, qualitative and quantitative analysis method of combining the comprehensive evaluation of the level of intelligent city construction. Firstly, systematic reviewed the theory of intelligent cities, the characteristics of the Intelligent City, the basic elements and intelligent city construction, and summarized the intelligent city construction status. Secondly, starting from the general principles of the established indicators and the characteristics of intelligent cities, this paper established a set of evaluation index system based on the infrastructure and the public management&service. By establishing City intelligent AHP-fuzzy comprehensive evaluation model, and taking Yantai, for example, verified that the evaluation system is operability and effectiveness. The evaluation results can help city planners cognitive the intelligent city construction level clearly, and understand the importance of various factors on the construction of intelligent city in order to provide the basis for urban planning and decision-making.
