| With the advancement of reform, new structure, new forms appear in the power plant market, which will bring challenges to power plant. The power plant of China has some defects in the enterprise internal management, such as human resource management and finance management. In order to shorten the distance, we should improve our management, especially the performance management. In this paper a performance management system based on the competency model is put forward in power plant, which can make the index more scientific, and the outcomes of the performance appraisal less susceptible to the environment. We can also use it to find our weakness, and help us find way to strengthen the base management. The performance management innovation is the essential condition for the power plant sustainable development.The new performance management system based on competency model is a supplement to the now, the new performance management system and performance management based on BSC or KPI complement each other. The paper took the spot inspection staff as example, explaining how to set up competency model,By using questionnaire, statistical analysis and Delphi, the paper the competency model of spot inspection person. It concluded that the confidence, enterprise, responsibility, skepticism and so on are the particular competency of the excellent spot inspection person. Then the competency model was applied to the performance management system in power plant. The paper suggests that we must pay close attention to not only the past results but also the potential, if the form has the core competence; the staffs are able to competently accomplish the work. Only with long-term sight, can the power plant adapt to the market reform.The new performance management system was a dynamic process which requires all staff to participate in. It can integrate the organizational competency, personal competency and the strategic goal of enterprises, and then develop the competency of organization and personnel. Finally, taking a power plant for example, the paper put attention on the study of performance appraisal using competency model. Through the objective appraisal of the form and the staffs, we can analysis the problem and find out the development direction. |
