China is a large agricultural country with a history of several thousand years. It can also be considered that the process of rural urbanization and industrialization is the process of Chinese modernization. The16th CPC National Congress proposed the co-ordinate the development of urban and rural. At present, China has entered the new stage of "industry nurturing agriculture" and "City promote rural", urban and rural development has become the era of proposition. Urban and rural development strategy raises emphasis on urban-rural integration problems of the theory. However, currently, the development of urban and rural integration in its infancy, most scholars of the research has focused on the understanding of the practical significance of the urban and rural integrated development, but not in-depth and comprehensive research for the development of models and measures. The oversize township, in the "Last of the city, first in rural areas" with cities in the basic form, is very inadequate, especially for very large township development in urban and rural integration process is still blank.The extra large townships is not only the product of both social and economic development, but also the important carrier speeding up the process of the urban-rural integration.The development of large townships to proceed with the urban-rural integration process in Shandong province, continuous development of self-accumulation-based economy based on agriculture, is typical and unique. Oversize township of Shandong Province as an example, from the perspective of Human Geography, anchored to the the oversize township administrative division structure, the use of human geography, public management, regional economics and other disciplines related theory, the development of super-large township relationship with the urban and rural, trying to clarify the mechanism of super-large township in Shandong this special rural grassroots political power in urban and rural integration process, and explore the the oversize township administrative direction of reform, looking to promote the integration of urban and rural areas a valid path.The full text of five chapters, the chapters are outlined below:Chapter1Introduction:the introduction of research themes, and pointing out that the theoretical and practical significance of this study, overview of the research study at home and abroad, clarity of content and ideas, and clearly defined methods and technologies routes.Chapter2, the theoretical basis:select the relevant theories from three areas of geography, regional economics and administrative sciences, determine the theoretical foundation. Theories about the location, urbanization, rural-urban linkages from geography, economic base and superstructure, district economic principles from economics, and theories of centralization and decentralization, organizational change theory from administrative management are introduced.Chapter3, extra large township in Shandong Province to promote urban and rural integration of theoretical research, one of the focus of this article. In three aspects of the historical evolution of the super-large township of Shandong Province, the assessment of the status and the future direction of changes, a comprehensive study on the extra large township of Shandong Province has been finished.Chapter4, the other focus of this article, the construction of new urban and rural relations of oversize townships in Shandong province was discussed in practice. These are two cases through field research, the urban and rural demonstration areas of Dawang-Daozhuang town in Guangrao County and the rural community integration of urban and rural practice area in Chu City. To have more specific knowledge of Shandong Province large villages and towns in the process of urban-rural integration development, sum up experience from those, and provide the template for other areas. Chapter5, conclusion and discussion:there are a summary of the article and further research directions.
