Because its strong innovation power and drawing to economy,the high-tech industryattracts more and more attention. As the other industries, it also has to experience bornning,developing and expanding, and each stage it is affected by human resource and capital. If wecould have a clear idea of the dynamic affection in a short time and longtime, not only couldwe understand the development status of our high-tech industry, but also adjust the inputration of human resource and capital.According on the relevant theoretical research and development status of our high-techindustry, we use the Cointegration Test analyze the long term relationship among humanresource、technology input and high-tech industry output, from1995to2011,so as to clear thepromoting effect of human resource and technology input to high-tech industry. Then itanalysis the dynamic process how human resource and technology input urge Short term nonequilibrium state to Long term equilibrium through Error correction. In the last part, it givessome suggestion on improving our high-tech industry.In order to ensure the validity of data, we implement the unit test and come to theconclusion:1) in the long term, there is a positive linear relationship among human resource、technology input and high-tech industry output, it indicate that increasing the input of humanresource and capital could promote the growth of high-tech industry;2) in the short term, theinput of human resource and capital could not necessarily cause rapid response of high-techindustry. There is lag when changing material condition into productivity.3) the result ofError correction model tells us that although human resource and capital could not promotehigh-tech industry rapidly, they could adjust the system from Short term non equilibrium stateto Long term equilibrium, achieving long term stability.4) basing on the impulse responseand Variance decomposition, we could find that the effect between factors is different indifferent development state, so we could accord it to adjust ration of all the input factor.Last, from the point of human resource、capital and technological innovation, it givessome suggestion on how to promote high-tech industry developing rapidly and strongly.
