Under the guidance of new public management theory, western countries widelyuse for reference from the massive applied effective managements in the privatesectors. Performance evaluation is undoubtedly the most successful one. Now, withthe development of our administrative reformation, the government proposes the goalto build the "service-oriented” government. So the government departments pay moreand more attention to the performance evaluation. Premier Wen Jia bao said that:"Performance evaluation is an important system that leading the government andofficials to establish a correct guidance and do their work with due diligence." Manyof our government organizations and departments carried on a large of reforms andtrials about performance evaluation. As a result, they got much useful experience.Many of our government organizations and departments carried on a large of reformsand trials about performance evaluation. As a result, they got much useful experience.Tax department, as one of the government department, has the specific characteristicsin working contents and natures which performances in the special objects of serviceand professional contents. All of these are the basics to analysis and conduct theperformance evaluation in the tax department. The article introduces the theoriesabout performance evaluation and the successful experience got by the tax departments at home and abroad firstly. Making an deeply analysis on the problemsexists in tax performance evaluation and discussing the reasons at the same time. Onthis basics, making an analysis on the implementations and improvements ofperformance evaluation system using the professional reform about tax sourcemanagement in a city of southern Jiangsu as backgrounds. The analysis pay the pointat the balance scorecard, trying to improve the obey and collection rate of tax andimprove the performance of the tax departments.
