At present, the global economy is still in the economic crisis and globaleconomic downturn. The present world situation is to have significant influence forexport as an important economic pillar of the state like us.Electronic informationindustry,as one of the key industries in China,is located in the low-end of the globalvalue chain and will be lost its place in global value chain because of the rise in laborcosts, raw material prices and under the pressure of appreciation of the RMBTherefore, China’s electronic information industry is facing the pressure of industrialupgrading.So now is the current critical moment of industrial upgrading,and only toseize the crucial moment of transformation and upgrading,can we reach to thehigh-end value chain from the low-end.As one of the important measure ofgovernmental intervention, tax policy plays an important role in guiding andpromoting the electronic information industry.This paper analyzes the problems of market failure in electronic informationindustry upgrading and the guidance of endogenous growth theory on industryupgrading.So tax policy as two weapons by which the government intervenes themarket is necessary.By reviewing the current preferential fiscal and tax policies on theupgrade of electronic and information industrial, summed up China’s preferential taxpolicies in the industrial upgrading existing problems,and learn from the advancedexperience of the tax policy in developed countries during the upgrade of theelectronic information industry,giving the following policy suggestions: First, fromthe macro tax incentives legal system construction to be perfect; risk investments isbusiness or personal income tax relief, the risk of investment loss to give thenecessary deductions in the calculation of income tax;3through income tax relief toencourage scientific and technological innovation enthusiasm and technology transfer;innovative tax authorities provide guarantees for SME financing.
