At present, the development of regional economic integration has become the mostimportant part of regional economic development strategy.In China, due to the system oftax-sharing reform and tax rights division, the administrative barriers artificially created by thelocal government for the pursuit of local economic benefit maximization has seriously hinderedthe regional economic integration.How to eliminate administrative barriers through regionalcollaboration in the region, the core issue is to promote the free flow of production factors.As China’s the third largest engine, the Beijing-Tianjin-Hebei region plays a vital role inChina’s economic development. However, compared with the Yangtze River Delta and PearlRiver Delta, the degree of regional economic integration significantly get behind, with theproblem of low overall economic development level, large gap between the cities, unsoundedindustrial cooperation mechanism and light regional concept. Promoting the development of theBeijing-Tianjin-Hebei regional economic integration has a very important practical significancefor China.This paper starting from the flow of production factors perspective, to build a regionaleconomic integration model based on region-barriers, then using this model combined with theeconomic data between1996to2010empirical analysis the degree and the trend of economicintegration of the Beijing-Tianjin-Hebei region.The results shows that regional barriers factorsdo exist in the Beijing-Tianjin-Hebei region, which hinder the free movement of product factorsin the region. However, this impediment has being gradually weakened. In addition, the radiationeffect of Beijing and Tianjin to Hebei Province has gradually enhanced. Movement ofproduction factors in Hebei province has gradually changed from agglomeration effects ofcapital, talent, and resources to diffusion effect. Finally, combined with the elaboration andanalysis of regional economic integration of the Beijing-Tianjin-Hebei region, some suggestionswill be proposed.
