Analysis On Pushing "Smart Tianjin" Strategies And Policies

In the information age, Smart City is a totally new urban form. It is a city thatnetwork and application covered everywhere, being highly intelligent and high-endindustrialization, lies in the high stage of the urban information. A city can be defined as"smart" when it is growing as the information and knowledge are treated as core resource,add the latest information technology, based on high speed optical fiber network,virtualized platform, and cloud computing technology. Through a wide range way toobtain information, we’ll get a thorough recognition about our environment and make amore scientific and effective way to process information,while innovating the urbanmanagement model, improving the city operating efficiency, enhancing the public servicelevel, and then comprehensively promote informationization, Industrialization,commercialize, urban and cosmopolitan. With the rapid development of information anddigital, Tianjin city is asked to transform into Smart City. Therefore it helps to solveoutstanding problem, and accommodate the more and more complicated management.This article is based on the theory of Smart City. Combined with the author’spractical experience in promoting the informationization of Tianjin city, the author hasmade some recommendations to promote the smart Tianjin strategy, and point out theproblem needed to pay attention to. The first part of this paper discusses the currentsituation，trends, elements and functions of the urban development. Combined with thedefinition and characteristics of the Smart City, the paper makes a further discussion aboutSMART Tianjin. In the second part, from the point of view of technology developmentand policy support, the paper tries to analyse the situation the Smart Tianjin Constructionfaced. The third part presents the main objectives and contents of the building SmartTianjin, including the guiding ideology, basic principles, the overall objective, practiceways and building content. The fourth part compares the level of foreign informationtechnology evaluation method and other cities’ index system, then makes a furtherresearch on the establishment of Smart Tianjin index system.The last two parts describethe problems that Smart Tianjin Construction might encount. This paper offers valuableexperience and lays a firm foundation for promoting the Smart Tianjin construction andfor optimizing Smart Tianjin index system.
