The configuration system of urban housing has undergone tremendous changessince the reform and opening up, from welfare housing plan to highly market-orientedconfiguration of urban housing. With China’s urbanization, large numbers of peopleentering the city, resulting in the short supply situation of the residential markets. Thehouse’s price is climbing with the regulation of the market mechanism. In order toprotect the right of residence of urban residents, the government has proposed thecoexistence of commercial housing and affordable housing residential "dual-track"configuration.As the basis of this study, the article analyzes the residential status at home andabroad. The domestic residential situation analyzes both the vertical and horizontal parts,including the development of China’s double-track urban housing and the policy andstatus of China’s major urban residential double-track configuration. In addition, thepaper analyzes residential configuration system of the United States, Singapore andSouth Korea.Because it is a beginning to proposal of the concept of double-track system ofurban housing, the configuration of system is not perfect designed. The focus of thearticle is the proportion and demarcation and of commercial housing and affordablehousing. Firstly, the paper presents the model of double-track configuration of the urbanhousing system that links housing types to strata of the population. Then, the proportionwill be calculated according to the market tolerance coefficient of household which isbased on the "national standard residential" price-based standards. That the markettolerance coefficient of household convergences of commercial housing and affordablehousing. It is better than household income. Next, the configuration of the urbanhousing system is optimized accordance with the games between housing demandersand government, government and developers. Finally, this article puts forwardfeasible suggestions in terms of economic regulation and system management.Controlling real estate prices, increasing financial investment and adjusting theeconomic structure and reducing the gap between rich and poor are effective measuresin the economic regulation. Other, the system management includes legislation,establishing information management system of personal credit system and theconstruction of urban housing. From the perspective of the market tolerance of residents, the article adopt themethod of virtual data to design and verify the urban housing configuration system. Thestudy results provide guidance for the improvement urban housing double-track system.
