Industrial agglomeration phenomenon are widespread both in developed countriesand developing countries.The areas with high degree of industrial agglomeration, alwayshave great contribution to the economic growth. Chongqing, one of the most importantcities in the western development, is the "bridgehead" and "growth pole “of the westerneconomic growth. Since Chongqing became the municipality directly under the centralgovernment, it based on typical industrial zone vigorously promotes the development ofindustrial agglomeration. At the same time, China is one of the countries which have thelargest carbon dioxide emissions in the world, formally announced the target of reducingcarbon dioxide emissions on November26,2009,and planned to achieve40%to50%reduce of carbon emissions intensity of2005,by2020. So during the process of economicdevelopment, our country always bears the great pressure of energy saving and emissionreducing. Chongqing is one of the cities which have large carbon dioxide emissions inChina, also faces great pressure of energy saving and emission reducing. This article willexplore the impact of industrial agglomeration on economic growth and carbon emissionintensity in Chongqing.This article tries to summarize the research on industrial agglomeration of currentdomestic and foreign scholars, and then reviews the studies of the relationship betweenindustrial agglomeration and economic growth, and also the studies of the relationshipbetween industrial agglomeration and carbon emissions. Next, the article analyses thebasic situation of the industrial agglomeration, the economic growth and the carbonemission in Chongqing, discusses the relationship between industrial agglomeration andeconomic growth, and the relationship between industrial agglomeration and theenvironment, also carbon emissions. Then, bases on the Cobb-Douglas productionfunction, introduces spatial Gini coefficient which is the reaction degree of industrialagglomeration into the model, using the method of descriptive statistics describes thevariables. The spatial Gini coefficient, capital and labor are introduced into the model bythe stepwise regression method, finally reaches that the industrial agglomeration, growthcapital and labor have promote function to the economic growth. Then, the article givesan empirical analysis of the impact of industrial agglomeration on carbon emissionintensity; also using the method of descriptive statistics describes the variables. Thespatial Gini coefficient, technology progress and industrial structure are introduced into the model by the stepwise regression method. Bases on the research, finally finds that theincreases proportion of heavy industry will lead to the reduction of carbon emissionintensity, and technological progress, improve of the degree of industrial agglomerationwill reduce carbon emission intensity.Finally, bases on the empirical analysis and combine with the best scale theory ofindustrial agglomeration, the situation of carbon emissions, the article points out thatrational planning of industrial agglomeration and considering the low carbondevelopment into the development of industry agglomeration are very important, and thenputs forward the policy recommendations of the future development of industryagglomeration.
