Project management and its important area-progress management theory is an emerging discipline which is quite mature and has been gradually applied in the field of Industrial construction. Along with the more and more refined management of communication engineering construction from the communication operators and stronger competition between communication design enterprises, communication design enterprises need to introduce project management technology into the project which is undertaken. In this case, communication design enterprises can reasonably manage progress, control project cost, improve design quality and meet the demands of operators.In the project management theory, scope, cost, progress and quality is the four constraint conditions. Successful project management is in the specified range of contract, the cost, progress and quality control of the project meet the target of the project. From the point of view of progress management, this article analyses the application of communication engineering design project by using the related project management theory. With the case of Shenzhen Unicom trunk optical cable ring in access layer design project, this article introduces the application of progress management theory in communication engineering design project in to solve the problems in progress management, optimization and control. This article also discusses the focus in above process. Through the application of progress management theory and method in communication engineering design project, the probability of completion of communication engineering design project will greatly improve within the time stipulated in the contract.
