Developmental Research And Policy Recommendation Of Protected Agriculture In Nanjing City

Facility agriculture is an important approach for solving three big basic problems which are the development, resource and environment in modern agriculture, it has became a symbol of modern agriculture. Nanjing city, as the capital of Jiangsu province and one of the extra large cities in the Yangtze River Delta, has put forward to develop the facility agriculture, this act has an important influence on increasing farmer’s income, narrowing the gap between urban and rural areas, guaranteeing city supply and optimizing urban and rural ecological environment.Through the survey of the agriculture districts and counties of Nanjing, we found that the area and investment of facility agriculture in Nanjing has been increased in recent years and the increasing effect of farmers’income is obvious. We also found that, despite the large market demand and the strong advantage of research and development capabilities, facility agriculture also has many problems, such as scattered layout, small scale, low class, low level of science and technology, lacking high-end market positioning products, impeded sale channel and etc.On this foundation, we put forward the plan of developing facility agriculture in Nanjing. Through reasonable layout, we cleared the key development of the industry, infrastructure and the promotion of breed and technology from2011to2015.In order to make the development of Nanjing facility agriculture with local characteristics, according to the function orientation, we elaborated a development plan of facility agriculture and animal husbandry scale farming community technology in the entire city, districts and counties. According to the plan, the total investment of these5years will be1.7845billion RMB, the total benefit is expected to943.8million RMB, the profit rate of investment will reach52.9%.In order to ensure the effective implementation of this plan, we put forward the following8proposals.(1) Strengthen the organizational leadership and management of facility agriculture construction. (2) Establish and perfect relevant agricultural policy, explore and innovate development mechanism.(3) Scientific planning, multi-sectoral cooperation, and form the development of facility agriculture advance force.(4) Give full play to advantages of science and technology, raise the content of science and technology in the production of facility agriculture.(5) Strengthen the personnel training, build the driving mechanism of bibcock enterprise.(6) Increase financial investment, provide strong safeguard to the development of facility agriculture.(7) Expand the industrial function, build resource development mechanism.(8) Provide sound service system, develop technical support mechanism.
