China's Basic Old-age Insurance Modest Overall Level Research

Basic pension is an important institutional arrangement which is to protect the basic livelihood of the elderly people. Studying the improvement of basic pension’s level is of theoretical significant and practical value. One purpose of studying is perfect the current study about the level of the basic pension, the other purpose of studying is to comb the theoretical research in order to guide practice.This paper uses two methods, the first method is reading literature as a theoretical foundation for writing paper, the second method is chart analysis which is to provide data support for the study. This paper is divided into five chapters. The first chapter is the introduction about the significance of the study, relevant literature review, paper structure and research methods. The second chapter is the relative theory about the basic pension, including definition, theoretical basis and related factors. The third chapter is the history, current situation and problem analysis about basic pension in our country. The fourth chapter is the goal and indicators of the modest level of the basic pension. The fifth chapter is program design.I believe that to improve the level of basic pension is not the final goal in itself, but to establish an appropriate level of basic pension and achieve "modest old-age security for all" is the final goal to be achieved. How to achieve a quantitative measure about whether the level is appropriate has become the problem to be solved. So, we need an index which is called "guarantee degree". On the basis of the above theoretical study, the last chapter proposes program design. Through the analysis above, it can help everyone enjoy the modest old-age security.
