After50years of construction and development, the the CK company has become China’s largest railway passenger car and urban rail vehicle research and development, manufacturing and export base. Of the rail passenger car manufacturing enterprises winter, the the CK company’s business has been a huge impact, face unfavorable situation, CK is an urgent need to make a strategic change, to deal with the adverse situation, and through the adjustment of human resources management strategy to further improve the company core competitiveness, to ensure that the production and management company to re-enter the upstream channel to maintain the lead.The theories and methods of this paper, strategic change, SWOT analysis, enterprises will have strategic opportunities and major challenges facing the in-depth analysis of the external environment and internal environment of the CK company, see, clearly understand their own advantages and inadequate; AHP Analytic Hierarchy Process clear and the use of the enterprise’s core competitive advantage, to rethink and positioning of the company’s strategic goals. New strategic objectives formulated change objectives and implementation of human resource management path, in order to solve the main problems facing the company now, to achieve the stated objectives of the company, and maintain the sustainable development of a competitive advantage.
