In this paper, An Analysis of the theory of the formation and development of human resources outsourcing, the status quo of the international and domestic human resources outsourcing, human resources outsourcing and dispatch difference, proposed the implementation of human resources outsourcing can help companies reduce operating costs, reduce the basic work to improve core competitiveness, improve the quality of human resource management, to share professional human resources services and process integration, to broaden employment of space. But human resources outsourcing service provider selection risk, cultural differences, the risks, the risks run-in period, operating security and trade secrets of risk, risk from contracting companies, their employees, and human resource management functions risk from the risk of contractual agreements, as well as other aspects are difficult to foresee the risk. According to the data collected, quantitative analysis of the feasibility and implementation of the company’s human resources outsourcing strategy. Theory and practice combined method, the use of human resource management theory, outsourcing theory and the theory of risk control, combined with the empirical analysis and research, control the actual situation of enterprises, put forward the strategic use of human resources outsourcing model, in order to reduce the cost of human resources, improve the core competitiveness.
