Reflections And Practice For Materials Procurement Management Informatization In Unit Of Military Industry And Scientific Research

As a key part of supply chain management, materials procurement management is of great importance in scope of enterprise management. As an institution, CAEP for years Logistics Department which is responsible for the materials procurement management in CAEP has been utilizing old-fashion manual methods in procurement service, with a huge disparity with other companies and institutes world-widely. With constant increase in amount of procurement and decrease in staff, the workload rises rapidly and the service is compromised.Reviewing the whole process of CAEP materials procurement management, here lie the problems and deficiencies as follows:1. low efficiency in procurement work;2. no break-through in block of traditional information feed-back;3. low utilization of resources;4. no strict discipline for operation;5. no satisfaction with statistics for personal requirements;6. no effective implementation in procurement management of managerial organs.All above problems restrict the development of CAEP on a large scope. In order to make break-through, these problems need to be solved desperately. After the analysis of current situation, the practice of procurement management informatization is considered the optimal method, for:1. the requirement for promoting capacity of procurement guarantee;2. the requirement for realization of CAEP strategic target and "12th Five-Year Plan" information establishment;3. the necessity of building "probity materials procurement system";4. the sustainable rapid development of Logistics Department.The primary goal of procurement management informatization is:according to the procurement requirements of official organ, to develop a software platform specialized in project plan management, process management and surveillance, information processing and transmission and supplier management, setting foot stone for the establishment of centralized procurement information management all over the institution. Holding spirit to guarantee the import of scientific research and production materials, we need to optimize the working process of inland and foreign trade, and to promote the work efficiency; to realize information sharing and co-processing among scientific research and production institutes and finance departments, guaranteeing the high-efficient work in application, purchase, accounts settlement etc., and making work specifications and information consistency.As for the above-mentioned purposes, this article narrates the entire structure and implementation plan of informatization establishment in institution procurement, and also analyzes the technical methods in three aspects which are hardware condition, application system exploration and afterwards functional extension. At meantime, to specify the feasibility of informatization establishment, this article analyzes the advantages of informatization establishment and potential risks in detail. The corresponding measures are provided as well.Informatization establishment in institution procurement mainly includes six sections: procurement plan management, supplier management, inland trade management, foreign trade management, governmental procurement net, statistics analysis. This article aims to make solving measurements for different distinctions in each section.
