The16th Party Congress have proposed the concept of "To balance urbanand rural development". The17th Congress pointed out that "to strengthen theposition of agriculture as the foundation, to pursue the path of the agriculturalmodernization with Chinese characteristics, to establish long-term mechanismof promoting the agricultural by industry and promoting village by city, toform a new pattern of development of urban and rural economy and society".The Third Plenary Session of the17th Central Committee of theCommunist Party of China(cccpc)put forward new periodical requirementsfor our Party and nation that to accelerate the construction of the new patternof the integration of urban and rural economic and social development. At thesame time put forward the requirement for time:”By2020,one of the basictask of the rural reform and development is to basically establish integrationsystem of urban and rural economic and social development". The strategicdeployment has great guiding significance in promoting nation’s economicand social development comprehensively.also provides unprecedented strategic opportunity for balancing urban andrural development in various regions of the country.The thesis take Inner Mongolia Autonomous Region DarhanMuminggan United flag(to be referred as the " Damao Banner" infra)which isin the Baotou minority frontier area as an example to study the problems ofintegration of urban and rural areas. The full thesis is divided into fiveparts.The first part is introduction introduces the significance of the selectedtopic,the current situation of study at home and abroad, research goal andresearch methods; The second part introduces the basic theory of theintegration of urban and rural areas and the social management; The third partintroduces the current situation of the development of urban and ruralintegration in Damao Banner, including the basic situation, the current developed situation of urban and rural distribution,industry,infrastructure,social undertakings, people’s livelihood and so on. Thefourth part puts forward7main problems existing in the integration of urbanand rural development in Damao Banner based on the current situation.Thefifth part puts forward5suggestions on the development of the integrationof urban and rural development in Damao Banner.The research shows that in has obtained certain achievements inintegration of urban and rural development in Damao Banner, but there arestill some problems in the level of urbanization, industrial structure,infrastructure, etc.. The author puts forward the problems existing in thedevelopment of urban and rural integration in Damao Banner and seriouslysummarizes the related research at home and abroad, at the same time putsforward some immature ideas and suggestions hoping to provide somebeneficial exploration on the development of urban and rural integration inDamao banner.
