Since the reform and opening up, China’s economic and social development to anew level, but at the same time, the two element structure of urban-rural division hasbecome the key factor restricting the economic development and modernization. Inorder to explore the positive impact of research on urban and rural integration bringsto the economic society, walk out a new way to eliminate the integration constructionof urban and rural dual structure between the two, selected this topic research andexploration.This paper adopts a social investigation methods of literature research andempirical research combined with science, by means of literature data collection,in-depth interviews and related personnel to participate in, to obtain the relevantempirical data, and the combination of public policy analysis, social investigation andso on administrative management theory to analyze these empirical materials.Then, in the two district of Jilin city of Changchun Province as an example,analyzed the current situation of urban and rural integration, aiming at the limitationof land use, traffic barriers and institutional obstacles, the landless peasants and thesustainable development of urban and rural areas, uneven and so on the question,proposed the establishment of landless peasants "three in one" social security account,promote rural property rights, registration, land system reform, establish peasantincome security mechanism, the implementation of urban and rural residents of publicservice and social security policy of equalization of the public to purchase, theformulation of security township industry policy has the feasibility of the scheme andcountermeasure, sustainable development is beneficial to the integration of urban andrural.
