The grain is the most basic material of the human’survival, food security is not only related to the agricultural production, but also related to the grain consumption needs of urban and rural residents, and further related to the economic development and social stability. China is a country with a large population, thus ensuring food security is especially important. At present, China’s grain supply and demand in a tight balance state, but with the increase in population and the decrease in arable land, in the next few years, food security problem is still needed to pay close attention to.Jiangsu province is one of China’s provinces that have a large demand of grain production and consumption, is also a major economic province. Since the reform and opening up, with the rapid development of city and industrialization, in Jiangsu Province, the planting structure of food production, the structure of varieties, as well as regional distribution, etc., has undergone major changes. This paper attempts in the context of globalization and marketization, let Jiangsu province grain supply and demand situation as the research object, from the reality of Jiangsu population, resource, market environment and food supply, comprehensive analysis the potential food security problem and solutions in the future of Jiangsu province, and put forward policy recommendations.This paper firstly defines the concept of food safety, analysis of China’s food security requirements, and puts forward the regional food security. Through analysis of the history and present condition in Jiangsu province (1978-2010year grain supply and demand in Jiangsu province), summarizing the changes in Jiangsu Province of the grain cultivated area, acreage, total production, yield, etc., and then pointed out that the safety of food of the Jiangsu Province in the future may encounter from the rapid adjustment of the economic development, and results that the grain in Jiangsu province the gap between supply and demand of grain in Jiangsu province may extend in the future.In view of the possibility of future supply and demand gap, this paper puts forward three possible solutions:self-sufficiency of Jiangsu Province, the domestic market transferred to the food and the international market to import food. Then discusses the three approaches’ feasibility, and then give a brief analysis of the cost and benefit when implementation of each kind of solution. Lastly, Came to the conclusion that self-sufficiency of Jiangsu Province is not feasible, compared with other province, the cost is too big, while the income is relatively small, so is not conducive to China’s overall food security and economic development target; take advantage of both domestic and foreign external market to solve the problem of food security in Jiangsu Province, both are available and feasible from the total and time point, compared to the domestic market and foreign markets, the domestic market is relatively more cost-effective, because the international market is facing the risk of price fluctuations and higher political risk.Based on above analysis, this paper finally attempts to explore how to coordinate economic development and food security in Jiangsu province. Therefore, this paper simulates the several possible scenarios, and compares the cost-benefit of each scenario on economic development and food safety, the final choice is the most conducive to the development of Jiangsu Province.The article concludes with measures which guarantee of food security in Jiangsu province. Namely, to actively promote the development of agricultural science and technology, mining yield potential; strengthen efforts to establish collaborative relationships with a number of major producing provinces; promote grain production with international markets in Jiangsu Province, establishment of a grain reserve system, increase food reserve capacity and cycle time.
