The Study On Industrial Selection And Layout Of New Materials In Hailing District Of Taizhou City

With the background that China is vigorously promoting the development of new materials, as the center of the "Suzhong", the Hailing District of Taizhou City is the important intermedium for Taizhou City to become a shipping center and logistics center in Jiangsu province and also takes the important task of making Taizhou the economic center of "Suzhong" and the eco-city. Although at the very beginning of the national "Eleventh Five-Year Plan", Hailing District had proposed new materials as the development direction. However, because the construction of the major functional areas has not been finished, Hailing District faces enormous challenges in the development of new materials industry. At the same time, the decision of accelerating and fostering the development of emerging strategic industries promulgated by the State Council has had great impact on the thinking of development and planning of industrial structure of Hailing District. For the industrial zone was established for short time and was not fully formed, how to deal with the challenge and the opportunities, and how to achieve long-term stable and sustainable development have been the important topics of Hailing District.In this paper, the strategic orientation and the industry selection of Hailing District are studied on the basis of the analysis of the new materials industrial development theory and development trend of domestic and international new materials industries. And on this basis, the development layout and the related development ideas of the Hailing District is formed, which will direct the following investment invitation of Hailing District.First, the strategic orientation of Hailing District is analyzed and identified under the macro-and micro-environment. According to the study on the characteristics of the international industry transfer, the transition of the industrial structure of China, and the direct economic hinterland of Taizhou City, and with the analysis on the competitive situation of the peripheral as well as the own strengths and weaknesses of Hailing District, the strategic orientation of Hailing District is carried out. Then, the industrial analysis is finished and the industry selection is determined. With the strategic orientation of Hailing District to be the starting point, Deng Xiaoping Theory and the important thinking of Three Represents to be the guide, fully implementing the Scientific Concept of Development, focusing on the general requirements of " promoting the wealthy and strong areas, building beautiful Hailing", product structure adjustment as the main line, to open innovation "wheel drive" as the driving force,"a reasonable guide, highlighting features, focusing on cultivating, batch development" as the principle, we focus on the mining potential of internal development, focus on the advantages of attracting external resources, focus on optimizing the industrial layout, focus on fostering continuous innovation and focus on developing new energy materials, advanced composite materials, electronic information materials, bio-medical packaging materials and new functional materials. As that, the industrial competitiveness, innovation capacity and sustainable development capacity could be promoted, and Hailing District could get a strong support in realizing modernization.Finally, to ensure that the policy resources, material resources and human resources are tilted to the new materials industry, Hailing District should adopt effective measures in some aspects, such as organization support, taxation, financing, nurture entrepreneurs, attracting creative talent, attracting key projects, intellectual property and producer services. As that, Hailing District could decrease the cost of industrial development, and make the new materials industry bigger and stronger.The proposed strategic orientation, the industry selection results and the development layout of Hailing District in this study have been partly carried out in the construction and investment work successfully, which has a strong practical guiding significance.
